If you do not attack him or his men, they will not become hostile. When I first spoke with Kematu, he really stresses the point that he doesn't want any unnecessary deaths. I realize that it is scripted for them to never return to Whiterun, and within the narrative, it could very well be a convoluted attempt hide the Alik'r's more sinister motives, but I don't buy that. "Saadia" is trying to scare you into helping her, by saying the Alik'r are working for the Thalmor. If the Alik'r are truly ruthless, bribing, Thalmor hitmen, they would just come back another time, attempt to bribe a different guard (or Jarl Balgruuf himself, with a convincing enough story), and be done with it. They were told by the local authorities to leave and never come back, and that's what they did. That, however, is an unlikely reason, considering they let one of their own stay in jail, but the more convincing evidence is the fact that the Alik'r never come back to Whiterun again. If the Alik'r can just pay off guards or, more unlikely, freaking jarls, why didn't they do that when I met them? The answer could be that they did not want any witnesses to their bribery attempt. Here's where things really don't add up with "Saddia's" story. I asked her why she never asked the guards for help, and she says that the Alik'r could just pay off the guards and jarls. Something doesn't sound right about that. I spoke to Saadia, and in our conversation she tells me about how the Alik'r are Redguard assassins, who work for the Thalmor (or was it Aldmeri Dominion?
